Cleveland County Water (CCW) is currently seeking qualified applicants for the full-time, on-site position of Project Manager. This role performs complex professional work managing capital projects from planning through construction for the maintenance, repair, and development of the water distribution system and water treatment plant, ensuring compliance with regulatory agency requirements.
Responsibilities Include:
Perform project management functions for assigned projects. Review project proposals and contracts to determine project goals, scope of work, staffing requirements, schedules, budgets, and procedures for accomplishing projects.
Oversee the work of outside consultants and coordinates with District staff.
Review a variety of contracts, studies, plans, shop drawings, specifications, maps, and related documents for projects and provide revisions or conditions of approval if necessary.
Communicate findings, recommendations, and decisions with architects, engineers, attorneys, planners, and other District divisions.
Prepare applications and other documentation to obtain appropriate project permits, or approvals from local, county, and state authorities and maintain project files.
Conduct site visits as needed, inspect sites to identify potential construction and/or design changes due to existing items not reflected on construction plans, coordinate inspection services and identify and implement all necessary corrective actions.
Provides technical assistance in ongoing GIS development as well as day-to-day system and mapping needs.
Required Knowledge, Skills, and Abilities:
Knowledge of principles and practices of project management and contract administration
Knowledge of current construction methods and management, permitting, codes/standards and cost estimating
Planning and organizing, problem analysis and decision-making
Operation of various computer programs including word processing, spreadsheets, database programs including Permitting and Project Management software and other relevant applications
Ability to establish and maintain effective working relationships with associates, engineers, State agencies, contractors, vendors, elected officials, and the general public
Education, Certification, and Experience:
Bachelor's Degree from an accredited university in Engineering, Architecture or another related field, or extensive experience in complex project management including managing budgets, project design, permitting and regulatory compliance, and construction management; or equivalent combination of education and experience.
Project Management Professional (PMP) certification and/or Utility Management Certification preferred.
Possession of NC WTFOCB A Surface Water Treatment or NC WTFOCB A Distribution Certification preferred.
